Lauderdale, FL 33301 RE: The tariff classification of a wall hanging from China Dear Mr. Crago-Edwards: In your letter dated December 8, 2009 you requested a tariff classification ruling. The submitted sample is a textile wall hanging referred to as the “Harvest Canvas Hanging Sign,” item number A076HA01576. The woven fabric panel is made from a cotton and polyester blend and you have indicated that it is in chief weight cotton. It measures approximately 11.25 x 15 inches and is hemmed on all sides. A wooden dowel with spherical end caps is inserted through three self-fabric loops that are sewn along the top edge. A jute cord, used to hang this item, is tied to the dowel. The face side of the hanging features the word “Welcome,” a sheaf of wheat, cornucopia, gourds, apple, sunflower, maize and autumn leaves. The applicable subheading for the wall hanging will be 6304.92.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other furnishing articles, excluding those of heading 9404: other: not knotted or crocheted, of cotton. The rate of duty will be 6.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
