Your sample will be returned as requested. The sample you refer to as the “Fauna Collection” is comprised of the following items: a toiletry bag, a luggage tag, a key ring, a passport holder, and a business card case. For classification purposes, the items are not considered to be a set. Consequently, each item will be classified separately under its appropriate heading. The toiletry bag is constructed with an outer surface of polyvinyl chloride plastic sheeting. It is designed to contain small personal effects, cosmetics, and toiletries during travel. It has a textile-lined interior storage compartment with several open slot pockets and a metal zippered pocket on the sidewalls. The bag has a metal zipper closure at the top and a metal zipper front pocket, as well. It measures approximately 9” (W) x 5.25” (H) x 2.5” (D). The passport holder is constructed with an outer surface of polyvinyl chloride plastic sheeting. It opens like a book. The left side has three slot pockets for items like credit cards, a license or business cards. The right side has an area which can hold a passport. The case measures approximately 4.25” (W) x 6” (L) x 0.5” (D). The business card case is constructed with an outer surface of polyvinyl chloride plastic sheeting. The case is bi-fold and is of a kind normally carried in the pocket or in a handbag. It is designed to hold credit cards, business cards or a license. It measures approximately 3” (W) x 4.25” (L) x 0.5” (D). The luggage tag is constructed with an outer surface of polyvinyl chloride plastic sheeting with a textile backing for reinforcement. The tag has a clear plastic window for an identification card and a strap for attaching to a luggage handle. The key ring is intended to hold keys and is constructed of an iron split wire ring. It is attached to a strap of polyvinyl chloride plastic sheeting. The item is considered a composite good with the split wire ring imparting the essential character. The applicable subheading for the toiletry bag will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sport, and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem. The applicable subheading for the passport holder will be 4202.92.9060, HTSUS, which provides in part, for other cases and containers, with outer surface of sheeting of plastic, other, other, other. The rate of duty will be 17.6 percent ad valorem. The applicable subheading for business card case will be 4202.32.1000, HTSUS, which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of sheeting of plastic, of reinforced or laminated plastics. The rate of duty will be 12.1 cents/kg plus 4.6 percent ad valorem. The applicable subheading for the luggage tag will be 3926.90.9980, HTSUS, which provides for other articles of plastics, other. The rate of duty will be 5.3 percent ad valorem. The applicable subheading for the key ring will be 7326.20.0070, HTSUS, which provides for other articles or iron or steel wire, other.
