The samples you submitted are being retained by our offices. The first item is described as “Binding and Hem Clips.” The package consists of thirty steel clips used to hold fabric in place while sewing. The second item is a plastic knit spool and a metal needle, described as a “Knit Spool with Tapered Point Needle,” item number 7450. It is a tool without mechanical components or a metal working edge. This product is used for a method of knitting called “spool knitting.” The third item is a leopard-print textile band sold for ornamental or craft use, item number 1868890001. The manufacturer states that the product is made on a Jacquard weaving machine and that the fiber content is 70 percent acrylic and 30 percent polyester. It is imported in 10 yard lengths, measures less than 30 cm (11.8 inches) wide and appears to have selvages. The fourth item is a composite good consisting of two milanaise-style cords that have been sewn to a crocheted band, item number 1836135028A. The manufacturer states that the cords are sewn to the crocheted band in a separate process and that the fiber content is 59 percent rayon, 36 percent cotton and 5 percent polyester. It is imported in 18 yard lengths. The fifth and final item, item number 1863222001, is described as a leopard fake-fur band sold for ornamental or craft use. The band is made of a two layer material measuring about one half inch wide, and is stated by the manufacturer to be of 100% polyester. It consists of a narrow woven backing or supporting fabric supporting a top layer of warp knit pile fabric which imparts the essential character. The knit layer contains 12 or more stitches per centimeter in the vertical direction. The weight of the fabric has not been provided. The applicable subheading for the knit spool with tapered point needle will be 3926.90.9980, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of plastics, other. The rate of duty will be 5.3 percent ad valorem. The applicable subheading for the leopard-print textile band (item number 1868890001) will be 5806.32.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for narrow woven fabrics…of man-made fibers…other than ribbons. The duty rate will be 6.2 percent ad valorem. The applicable subheading for the milanaise-style cords that have been sewn to a crocheted band (item number 1836135028A) will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. If the band weighs over 271 grams per square meter, the applicable subheading for item number 1863222001 will be 6001.92.0010, HTSUS, which provides for pile fabrics, … knitted or crocheted, of man-made fibers, over 271 grams per square meter, velour. The duty rate will be 17.2 percent ad valorem. If the band weighs 271 grams per square meter or less, the applicable subheading for item number 1863222001 will be 6001.92.0030, HTSUS, which provides for pile fabrics, … knitted or crocheted, of man-made fibers, other, velour. The duty rate will be 17.2 percent ad valorem.      Additional information is required for classification of the Binding and Hem Clips. Please provide detailed information explaining the differences between the subject hem clips and hair clips of similar construction.
