Brewer Blvd. Jamaica, NY 11434 RE: The tariff classification of a coir planter liner from China Dear Ms. Sperduto: In your letter dated August 6, 2009, you requested a tariff classification ruling on behalf of your client, Missry Associates, Inc., of Dunellen, N.J. The submitted sample is a liner that fits inside a planter basket or pot. Our examination indicates that it is made of coir fibers, extracted from coconut. This is a textile fiber for tariff purposes. The fibers have been compressed to form a fabric. The bowl-shaped item measures approximately 14” in diameter and 6” deep. The applicable subheading for the coir planter liner will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
