N060478 May 18, 2009 CLA-2-56:OT:RR:NC:TA:351 CATEGORY: Classification TARIFF NO.: 5607.50.3500 Michael Gamble Expeditors International of Washington, Inc. 21318 64th Avenue South Kent, WA 98032 RE: The tariff classification of twines from Thailand Dear Mr. Gamble: In your letter dated May 6, 2009, you requested a tariff classification ruling on behalf of your client, Samson Rope Technologies, Inc., of Ferndale, Wash. The three submitted samples (Items Y1801475A1681, Y1801475A1682, and Y180131A1682) are strands of twine constructed of 55% polyester and 45% polypropylene filaments. Each is of single multifilament twisted construction and each measures well over 10,000 decitex. Note 3 to Section XI, Harmonized Tariff Schedule of the United States (HTSUS), noted. After importation, each will be incorporated into SSR-1200 ropes, used primarily for nautical longlines. Item# Y1801475A1681 is 47,500 Denier (52,778 decitex). The single twine measures approximately 5.0 mm in diameter and has a final “S” twist. Item# Y1801475A1682 is 47,500 Denier (52,778 decitex). The single twine measures approximately 5.0 mm in diameter and has a final “Z” twist. Item# Y180131A1682 is 31,000 Denier (34, 444 decitex). The single twine measures approximately 3.0 mm in diameter and has a final “Z” twist. The applicable subheading for the polyester/polypropylene twines will be 5607.50.3500, HTSUS, which provides for twine, cordage, ropes, and cables, whether or not plaited or braided and whether or not impregnated, coated, covered or sheathed with rubber or plastics: other. The rate of duty will be 19.9¢ per kg + 10.8% ad valorem. Duty rates are provided for your convenience and are subject to change.
