The submitted sample is identified as a Stacking Canvas Bin (SKU# 10049192). It is constructed of woven 600D polyester textile fabric with a polyvinyl chloride backing over a metal frame, held in place by hook-and-loop fasteners. It measures approximately 13” x 10” x 7½”H and features two metal supports that swing into place to allow additional bins to be stacked on top of each other. You state that you also intend to import a larger bin that measures approximately 17” x 13¾” x 10”H. The bin is available in black or gray. It appears to be for use on a shelf or desk. The applicable subheading for the stacking canvas bin will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
