Neal Deringer Consulting 3665 Dove Road Port Huron, MI 48060 RE: The tariff classification of a core lifter assembly from Canada Dear Mr. Neal: In your letter dated December 17, 2008, on behalf of Fordia Ltd., you requested a tariff classification and country of origin ruling. Pictures of the three components that comprise the core lifter assembly and a description of their production process were submitted for our review. The article is identified in your letter as a core lifter assembly that is comprised of a core lifter case, a core lifter and a stop ring. Each of the components are comprised of steel and made in China. You indicated that the components are assembled into the core lifter assembly in Canada. The assembly is used in conjunction with a core barrel to remove core samples from a drill hole. The core lifter assembly does not contain any mechanical features. The applicable subheading for the core lifter assembly will be 7326.90.8588, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, other, other, other, other, other. The rate of duty will be 2.9 percent ad valorem. You also asked for a country of origin ruling. In order to issue a country of origin ruling on the core lifter assembly, we need additional information. Please submit the information described below regarding the core lifter assembly: What is the cost of each of the components of the core lifter assembly going into Canada? What is the cost of each of the labor and finishing processes performed in Canada? What classification is used to enter each component into Canada?
