The Eyelash and Eyebrow Tint consists of a tint and developer to be incorporated together for use as a dye for the eyelashes and eyebrows. The applicable subheading for the Eyelash and Eyebrow Tint will be 3304.20.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Beauty or make-up preparations….Eye make-up preparations. The rate of duty will be free Perfumery, cosmetic, and toiletry products are subject to the requirements of the Federal Food, Drug, and Cosmetic Act, which are administered by the U.S. Food and Drug Administration. The Eyelash and Eyebrow Tint is prohibited from entry into the commerce of the United States by the Food and Drug Administration.
