Meeting Street Dandridge, TN 37725 RE: The tariff classification of a travel bag, a toiletry bag, a wallet, a laptop case and a handbag from China Dear Ms. Collier: In your letter dated November 18, 2008 you requested a classification ruling. The samples which you submitted are being returned as requested. Style 9736 is a travel bag constructed with an outer surface of 100% man-made textile material. It is designed to provide storage, protection, portability, and organization to personal effects during travel. It has a non-removable, adjustable textile strap that is designed to be worn around the waist. The interior compartment is textile-lined with a zippered pocket and an overlapping mesh pocket along the same sidewall of the bag. The bag secures with a nylon zipper closure at the top. The front exterior has a zippered pocket and a loop with a metal carabineer. It measures approximately 11” (W) x 5.5” (H) x 3.25” (D). Style 9746 is a toiletry bag constructed with an outer surface of 100% man-made textile material. It is designed to provide storage, protection, and portability to cosmetics or toiletry items during travel. The interior compartment of the bag is textile-lined with a zippered pocket and an overlapping mesh pocket along the same sidewall. The bag secures with a nylon zipper closure at the top. The front exterior of the bag has a zippered pocket. One end of the bag has a webbed loop for easy carrying or hanging, while the opposite end has a metal carabineer. It measures approximately 9” (W) x 5” (H) x 4” (D). Style 9745 is a bi-fold wallet constructed with an outer surface of 100% man-made textile material. The wallet’s interior consists of a billfold section, slots for credit cards, and a vinyl window for identification. The wallet secures with a snap closure and the exterior has a loop with an attached metal carabineer. It measures approximately 3.5” (W) x 4.75” (H). Style 9743 is a laptop computer sleeve constructed with an outer surface of 100% man-made textile material. It is designed and used only for the storage, protection, and transportation of a laptop computer. The case has a single padded interior storage compartment without any additional features. The case has a flap with a hook-and-loop closure and an attached metal carabineer. It measures approximately 14” (W) x 10” (H) x 2.25” (D). Style 9737 is a handbag constructed with an outer surface of 100% man-made textile material. It is designed and sized to contain the small personal effects that would normally be carried on a daily basis. It has a textile-lined main compartment with a zippered pocket on the sidewall. The bag has a top zipper closure and a webbed shoulder strap. The front exterior of the bag has a zippered pocket and the back exterior has a pocket with a snap closure. It measures approximately 6.5” (W) x 8.5” (W) x 2” (D). The applicable subheading for style 9736 and style 9746 will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports, and similar bags, with outer surface of textile materials, other, other, of man-made fibers, other. The rate of duty will be 17.6 percent ad valorem. The applicable subheading for style 9745 will be 4202.32.9550, (HTSUS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 17.6% ad valorem. The applicable subheading for style 9743 will be 4202.92.9026, HTSUS, which provides for other containers and cases, other, with outer surface of textile materials, of man-made fibers. The rate of duty will be 17.6% ad valorem. The applicable subheading for style 9737 will be 4202.22.8050, HTSUS, which provides for handbags, whether or not with shoulder strap, including those without handles, with outer surface of textile material, other, other, of man-made fibers. The duty rate will be 17.6% ad valorem. Duty rates are provided for your convenience and are subject to change. HTSUS 4202.92.3031, 4202.32.9550, 4202.92.9026 and 4202.22.8050 falls within textile category 670.
