Kilroy Co., Inc. 1 Cross Island Plaza, Suite 203E Rosedale, NY 11422 RE: The tariff classification of a rug from China Dear Mr. Pipitone: In your letter dated September 10, 2008 you requested a classification ruling on behalf of Trans Ocean Import. The submitted sample, identified as Quality or Style # La Montage, is a section of a rug. The rug will be made from acrylic fibers in multiple colors. The fibers are needled into a fabric scrim creating a colorful but irregular design on the surface of the rug. The needle loom felt is then adhered to a base layer of felt made from synthetic fibers. The applicable subheading for the rug will be 5704.90.0090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for carpets and other textile floor coverings, of felt, not tufted or flocked, whether or not made up: other... other. The duty rate will be Free. Duty rates are provided for your convenience and are subject to change. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries.
