Meeting Street Dandridge, TN 37725 RE: The tariff classification of a travel bag, a messenger bag, and laptop computer cases from China Dear Ms. Collier: In your letter dated September 3, 2008 you requested a classification ruling. The samples which you submitted are being returned as requested. Style 8132 is a travel bag constructed with an outer surface of 100% man-made textile material. The bag is designed to provide storage, organization, protection and portability to personal effects during travel. It has a textile-lined main compartment with a zipper pocket and an open pocket on the same sidewall. The front exterior has a zippered pocket along the width of the bag. The bag has a dual zipper closure and two carrying handles. It measures approximately 16” (W) x 11.5” (H) x 5.75” (D). Style 8133 is a messenger bag constructed with an outer surface of 100% man-made textile material. It is designed to transport items normally carried to and from the office or school. It has a main textile-lined compartment with a zippered pocket and an open pocket on the same sidewall. The flap covers the front exterior of the bag and has a zippered pocket along the width. The bag secures by means of a buckle and has an adjustable shoulder strap. Both ends of the bag have open pockets. It measures approximately 14” (W) x 10” (H) x 5.75” (D). Styles 7911 and 7912 are laptop computer cases constructed with an outer surface of 100% man-made textile material. They are designed and used only for the storage, protection, and transportation of a laptop computer. The cases have a single padded interior storage compartment without additional features. The cases have zipper closures along three sides and a zippered pocket along the width of the front exterior. Style 7911 measures approximately 15.5” (W) x 11” (H) x 2” (D). Style 7912 measures approximately 14” (W) x 10” (H) x 2” (D). The applicable subheading for style 8132 will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTSUS), which provides travel, sports, and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The rate of duty will be 17.6% ad valorem. The applicable subheading for style 8133 will be 4202.12.8030, HTSUS, which provides for attaché cases, briefcases, school satchels, occupational luggage cases and similar containers, with outer surface of textile materials, other of man-made fibers. The duty rate will be 17.6% ad valorem. The applicable subheading for styles 7911 and 7912 will be 4202.92.9026, HTSUS, which provides for other containers and cases, other, with outer surface of textile materials, of man-made fibers. The rate of duty will be 17.6% ad valorem. Duty rates are provided for your convenience and are subject to change. HTSUS 4202.92.3031, 4202.12.8030, and 4202.92.9026 fall within textile category 670.
