Central Road Hoffman Estates, IL 60195 RE: The tariff classification of a passport holder from China Dear Ms. Balice: In your letter dated August 18, 2008 you requested a tariff classification ruling. The sample which you submitted is being retained by our office. Style PDMH-0924-0904 is a bi-fold passport holder constructed with an outer surface of plastic sheeting material. The interior of the holder is textile-lined with various pockets for credit cards and a passport. It is designed to provide protection, portability, organization, and protection to a passport, identification, and related travel documents. It measures approximately 4” (W) x 5.5” (L) x 1” (D) when closed. The applicable subheading for the passport holder will be 4202.92.9060, Harmonized Tariff Schedule of the United States (HTSUS), which provides in part, for other cases and containers, with outer surface of sheeting of plastic, other, other, other. The rate of duty will be 17.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
