Broad Street Philadelphia, PA 19112-1404 RE: The tariff classification of a bathmat from India Dear Mr. Hoffacker: In your letter dated February 20, 2008 you requested a classification ruling on behalf of Big Lots Stores, Inc. The submitted sample is identified as a Machine Tufted Bathmat, Item # PE-RG-1104. It is made from 100 percent cotton yarns that have been tufted into a per-existing woven base fabric. The edges of the rug are bound with a strip of fabric. The rug measures approximately 21 x 36 inches and has multi-colored stripe design. The applicable subheading for the mat will be 5703.90.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for carpets and other textile floor coverings, tufted, whether or not made up: of other textile materials. The duty rate will be 3.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
