Choo ITOCHU International Inc. 335 Madison Avenue New York, NY 10017 RE: The tariff classification of a rug from Hong Kong Dear Ms. Choo: In your letter dated February 19, 2008 you requested a classification ruling on behalf of ITOCHU Prominent USA LLC. The submitted sample is a rug. The rug is made from 3 layers that are laminated together. The top or face layer is made from 100 percent polyester knit pile fabric. The middle layer is made from 5mm urethane foam. The bottom layer is made from polyester felt. The rug has rounded corners and the edges are bound with a strip of woven fabric. The rug measures approximately 72 x 74 inches. The applicable subheading for the rug will be 5705.00.2030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other carpets and other textile floor coverings, whether or not made up: other… of man-made fibers. The duty rate will be 3.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries.
