N009270 May 3, 2007 CLA-2-44:RR:NC:2:230 CATEGORY: Classification TARIFF NO.: 4421.90.4000 Mr. Troy Clarke CBT International, Inc. 110 West Ocean Blvd., Suite 728 Long Beach, CA 90802 RE: The tariff classification of a reed roll-up blind from China Dear Mr. Clarke: In your letter dated March 28, 2007, on behalf of the importer, Lewis Hyman Inc., you requested a tariff classification ruling. A sample of the product to be classified, a reed roll-up blind, was submitted. The sample consists of a 36” x 72” finished blind made of natural whole reeds. The reeds are 2 mm to 5 mm in diameter and have nodes intact. Whole reeds are not considered to be in a form suitable for plaiting. The reeds are placed side by side and woven together with yarn. The blind includes a bamboo top rail, a bamboo bottom rail, two textile pull cords and metal hardware. The applicable subheading for the reed roll-up blind will be 4421.90.4000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of wood: wood blinds, shutters, screens and shades, all the foregoing with or without their hardware, other. The rate of duty will be 5.1 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
