Box 3165 Harrisburg, PA RE: The tariff classification of a pencil pouch from China Dear Ms. Aldinger: In your letter dated March 8, 2006, you requested a tariff classification ruling. The submitted sample is identified as a “Pencil Pouch PVC” (Item #945033); the hangtag says “item No. 30047.” It measures approximately 10” x 7” and is composed of PVC and polyester; the fabric is considered textile for tariff purposes. The item has a zippered enclosure and three holes with grommets to fit into standard binders. You indicate that it comes in four assorted prints: jeans, animal, butterflies, and stripes. The applicable subheading for the pencil pouch will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% other. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as requested.
