Style name “Sophie” is a women’s cold weather boot, approximately 12-inches in height, with a man-made textile material upper that also has an elasticized cord closure with a plastic cord stop laced around the topline opening to ensure a snug fit. Both boots also have soft fleece-like textile linings backed with an additional ¼-inch thick insulating layer of non-woven “fiberfill” textile material and are designed to be protective against cold or inclement weather. You state that these boots are not lined with Gore-Tex ® or other water-repellent fabric. The applicable subheading for the boots, identified as Style #26006700001 ”Corinne” and Style #26006800002 “Sophie,” will be 6404.19.2060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for footwear with outer soles of rubber/plastics and uppers of textile material: other: footwear designed to be worn over, or in lieu of, other footwear as a protection against water, oil, or grease or chemicals or cold or inclement weather.
