Dear Ms. Kwok: In your letter dated December 21, 2006, you requested a tariff classification ruling. The submitted sample is identified as a mini metal compact bracelet, Ref.:KLS1906-3009. The bracelet is made of a gold tone zinc alloy chain and measures 8” in length. Attached to the chain is a base metal compact measuring one inch square by 3/8” in thickness. The bracelet is secured with a bar and ring toggle clasp. The applicable subheading for the mini metal compact bracelet will be 7117.19.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Imitation jewelry: Of base metal, whether or not plated with precious metal: Other: Other: Other.” The rate of duty will be 11% ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
