The tariff classification of paperboard gift tags from China

A sample of the product to be classified, identified as “Strung Die-Cut Gift Tags,” Item # 903012, was submitted. The sample consists of four identical gift tags packed in a plastic retail bag. Each die-cut 3-1/4” x 4-3/4” tag is composed of a coated printed paper laminated to a stiff paperboard described as puzzle board. The shape and printed design of the sample submitted resemble a snowman’s head. The back of the tag is printed with the words “To” and “From,” by what appears to be a lithographic process. A hole is drilled at the top of the tag and a string is attached, enabling the tag to be tied to a gift package. The applicable subheading for the “Strung Die-Cut Gift Tags,” Item # 903012, will be 4821.10.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for paper and paperboard labels of all kinds, whether or not printed: printed in whole or in part by a lithographic process. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
