The subject product, Estradiol Dipropionate, is the dipropionate salt of Estradiol, a naturally occurring estrogenic hormone found in mammals. You state in your letter that it will be used in the manufacture of estradiol vaginal rings, which are indicated for the treatment of symptoms associated with post-menopausal atrophy of the vagina, among other things. The applicable subheading for Estradiol Dipropionate, imported in bulk form, will be 2937.23.5010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Steroidal hormones, their derivatives and structural analogues: Estrogens and progestins: Other: Other: Estrogens.” The rate of duty will be free. Duty rates are provided for your convenience and are subject to change.
