Boullet Columbia Sportswear Company 14375 NW Science Park Drive Portland, OR 97229 RE: The tariff classification of a women’s jacket from Sri Lanka Dear Ms. Boullet: In your letter dated September 28, 2006, you requested a classification ruling. The sample you submitted will be returned as you requested. The item in question, style AL7021, is a women’s unlined outerwear jacket with a shell made from a 98% cotton/2% elastane woven twill fabric, with a small amount of 98% cotton/2% elastane corduroy fabric on the shoulders, the back yoke, elbow patches and pocket trim. The jacket has a full front opening with an exposed zipper closure that extends to the top of the rounded collar, long sleeves with cuffs, a banded bottom and pockets at the waist with flaps secured by a tab with a snap. The collar, cuffs, waistband and pocket tabs have multiple rows of parallel stitching. The applicable subheading for the jacket will be 6202.92.2061, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other women’s anoraks (including ski-jackets), windbreakers and similar articles, of cotton. The duty rate will be 8.9 percent ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This jacket falls within textile category 335. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes.
