Box 260 Chillicothe, MO 64601 RE: The tariff classification of gloves from China. Dear Ms. McCabe: In your letter dated July 31, 2006, you requested a tariff classification ruling. The submitted sample will be returned as per your request. Style 396MO-L is a men’s tight fitting glove with a complete forefinger constructed of an imitation suede leather made from nylon (not knit or crocheted) with a rubberized dot coating on the outer surface. The remainder of the palmside from the fingertips to the wrist is constructed of an imitation suede leather made from nylon (not knit or crocheted) with a rubberized coating of various shapes in a uniform pattern on the outer surface. An insert made of neoprene sandwiched between two finely knitted fabrics is found at the backside knuckle area. The balance of the backside is made of a camouflage-printed fabric. Additional features include finely knitted fabric fourchettes, a coated fabric overlay at the thumb/forefinger crotch, a vented wrist with a heavily elasticized wristband measuring approximating 1-1/2 inches wide that is secured by hook and loop fasteners, and a hoop and clasp. The essential character of the glove is imparted by the coated nylon palmside material. The cumulation of features indicates a design for use in the sport of archery. The applicable subheading for Style 396MO-L will be 6216.00.0800, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Gloves, mittens and mitts: impregnated, coated or covered with plastics or rubber: other gloves, mittens and mitts, all the foregoing specially designed for use in sports, including ski and snowmobile gloves, mittens and mitts. The duty rate will be 0.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
