Dear Ms. Kaehler: In your letter dated June 28, 2006 you requested a tariff classification ruling. Representative samples were submitted with your request. The products be imported are two types of cold-rolled carbon steel strapping. The first item is imported in spirally oscillated coils and has a carbon content of 0.11-0.17%. This strapping will measure .020” (.508 mm) in thickness and is available in widths of ½”, 5/8” or ¾”. This product will be painted black and waxed. The second item is imported in coils of successively superimposed layers (ribbon wound) and has a carbon content of 0.20 - 0.35 %. This particular strapping is available in only two sizes, measuring either 1 ¼ “ (32 mm) in width and 0.031” (0.8 mm) in thickness or ¾ “ (19 mm) in width and 0.029 “ (0.74 mm) in thickness. This product will also be painted black and waxed. The applicable subheading for the spirally oscillated steel strapping will be 7217.90.5030 Harmonized Tariff Schedule of the United States (HTSUS), which provides for wire of iron or nonalloy steel, other, other, containing by weight less than 0.25 percent of carbon. The rate of duty will be free. The applicable subheading for the successively superimposed steel strapping will be 7212.40.1000 Harmonized Tariff Schedule of the United States (HTSUS), which provides for flat-rolled products of iron or nonalloy steel, of a width of less than 600 mm, clad, plated or coated, painted, varnished or coated with plastics, of a width of less than 300 mm. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
