Box 1199 Williston, VT 05495 RE: The tariff classification of a novelty key ring from China Dear Ms. Marcoux: In your letter dated May 24, 2006, you requested a tariff classification ruling. The merchandise is a novelty key ring consisting of a steel wire split ring attached by a short chain to a plastic bird figure. The bird measures approximately 2 inches long and 1 inch high. When the bird’s belly is pressed, the bird makes a chirping sound and his eyes light up to simulate blinking. The novelty key ring runs on one AG-3 button cell battery. The applicable subheading for the key ring will be 7326.20.0070, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, articles of iron or steel wire, other. The rate of duty will be 3.9 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
