Box 3165 Harrisburg, PA 17105 RE: The tariff classification of a rolling pullman Dear Ms. Aldinger: In your letter dated April 24, 2006, you requested a classification ruling. As requested, your sample is being returned to you. You submitted a sample of item 946342, a rolling (trolley) Pullman case, which has a telescopic handle and wheels and is designed to contain clothing and other personal effects during travel. It is manufactured with an exterior surface wholly of a terry cloth fabric. You have advised this office by phone that the fabric is of polyester fibers. It measures approximately 11”W x16” H x 6” D. The submitted sample is decorated with a relief of a Giraffe. The sample is representative of the same Pullman case decorated with the images of a zebra and a donkey. The applicable subheading for the rolling pullman case will be 4202.12.8070, Harmonized Tariff Schedule of the United States (HTSUS), which provides for trunks, suitcases, vanity cases and similar containers, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 17.6% ad valorem. 4202.12.8070 falls within textile category designation 670.
