Box 77398 Greensboro, NC 27417 RE: The tariff classification of display forms from China Dear Mr. Elkins: In your letter dated March 14, 2006, you requested a tariff classification ruling. You are requesting the tariff classification on a display form used to hold clothing that is sold at retail stores. The item numbers for the display forms are as follows: L-77B, L-77W, M-88B, M-88W, FHR17-B, FHR17-W, FHR17-CF, LMFB-H, T-76B, T-76W, W-76W, W-92B, and W-92W. The item numbers represent the various styles of this form for the display of children’s, men’s, and women’s clothing. The form is constructed of injection-molded styrene. The display form also includes a small hanger hook for handling and display purposes. The applicable subheading for the display forms (style numbers are listed in the paragraph above) will be 9618.00.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for tailors’ dummies and other mannequins; automatons and other animated displays used for shopwindow dressing. The rate of duty will be 4.4% ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
