Dear Mr. Chevalier: In your undated letter, received in this office on December 28, 2005, you requested a tariff classification ruling. Photographs and descriptive literature were included with your letter. Tubes of polytetrafluoroethylene (PTFE) will be imported as material for use in the manufacture of piston rings. The tubes will vary in length from 6 to 9.75 inches and have various inside and outside diameters. Each tube will be cut and machined to produce 10 to 20 piston rings. Piston rings will also be imported. They are composed of PTFE and will be used with reciprocating air compressors. The piston rings are designed to fit into the grooves cut into the piston of the air compressor, and seal the area between the outside of the piston and the cylinder wall, allowing for the compression of air to occur. The applicable subheading for the PTFE tubes used to make the piston rings will be 3926.90.9880, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of plastics, other. The general rate of duty will be 5.3 percent ad valorem. The applicable subheading for the piston rings will be 8414.90.4175, HTSUS, which provides for air or vacuum pumps, air or other gas compressors and fans; ventilating or recycling hoods incorporating a fan, whether or not fitted with filters; parts thereof: parts: of compressors, other. The rate of duty will be free. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
