One item was submitted for review. Submitted style 612097R is a pair of bloomer style girl’s toddler shorts from China. It is made of yarn dyed woven cotton fabric. The bloomer shorts have an elasticized waist and elasticized fabric encircling the upper legs thereby imparting the visual impression and silhouette of shorts. The article is sized for girls’ 3T. The applicable subheading for the bloomer style shorts will be 6204.62.4065, (HTS), which provides for women’s or girls’ trousers and shorts, of cotton, other, other, other, shorts, girls’, other. The duty rate will be 16.6 per cent ad valorem. Girls’ cotton bloomer style shorts fall within textile category 348. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
