Dear Ms. Luna: In your letter dated August 17, 2005 you requested a classification ruling. The submitted samples are slipper socks no style numbers given. The Green Slipper Sock is composed of knit 80%cotton/20% polyester fabric. The sock is designed with a ruffle at the top and a textile flower on the side. The ribbon sock is composed of knit 70% acrylicl/30% wool fabric with a large velour ribbon tie at the front. Both socks have plastic dots on the bottom and do not have an applied sole.       The applicable subheading for the Green Sock will be 6115.92.9000, Harmonized Tariff Schedule of the United States (HTS), which provides for "Panty hose, tights, stockings, socks and other hosiery…knitted or crocheted: Other: Of cotton: Other: Other." The duty rate will be 13.5% ad valorem. The textile category is 332. The applicable subheading for the Ribbon Sock will be 6115.93.9010, Harmonized Tariff Schedule of the United States (HTS), which provides for “Panty hose, tights, stockings, socks and other hosiery, including stockings for varicose veins, and footwear without applied soles, knitted or crocheted: Other: Of synthetic fibers: Other: Other, Containing 23 percent or more by weight of wool or fine animal hair.” The duty rate will be 14.6% ad valorem. The textile category designation is 432. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
