The submitted sample, style 17425-103942, is a woman’s vest constructed from four different woven fabrics as follows: 85% polyester/12% rayon/3% spandex (stretch jacquard) 50% polyester/50% rayon (jacquard) 50% rayon/25% polyester/25% wool (tapestry jacquard) 78% rayon/28% polyester (crinkled velvet) Since each fabric is in chief weight of man-made fibers, the garment is considered to be of man-made fibers. The vest is lined and features oversized armholes, a notched collar and two pockets below the waist. The applicable subheading for style 17425-103942 will be 6211.43.0076, Harmonized Tariff Schedule of the United States (HTS), which provides for track suits, ski-suits and swimwear; other garments: other garments, women’s or girls’: of man-made fibers: vests: other. The duty rate will be 16 percent ad valorem. Style 17425-103942 falls within textile category designation 659.
