This construction is, by definition a needleloom felt. You state that this material is composed of a 51% nylon/45% wool/4% polyester man-made fiber blend. Your letter indicates that this material weighs 18 to 22 ounces per square yard. Both of these materials will be imported as roll goods. The applicable subheading for the type “W” material will be 5111.30.9000, Harmonized Tariff Schedule of the United States (HTS), which provides for woven fabrics of carded wool or carded fine animal hair, other, mixed mainly or solely with man-made staple fibers, other.
