Dear Ms. Cordo: In your letter dated July 25, 2005, you requested a classification ruling for a toiletry bag. The sample submitted is not identified by style number. The item is a traveling bag similar to a zippered toiletry bag in size and construction. You have indicated that the intended use for the article is to be used by physicians to hold drug samples. It is manufactured with an exterior surface of velvet man-made fiber textile material. The bag features a single, textile-lined interior compartment with no additional features. It measures approximately 8”(W) x 6”(H) x 2”(D). It is secured by means of a top zippered closure. The applicable subheading for the toiletry bag will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6 percent ad valorem. HTS 4202.92.3031 falls within textile category designation 670.
