The submitted sample will be returned as requested. Style 0019614415/101641 is a women’s upper body garment constructed from 60% rayon and 40% silk woven fabric. The pullover garment is rectangular in shape and is approximately 22 inches by 45 inches. There is an opening in the center to go over the wearer’s head. The garment extends to below the waist and features batwing-type sleeves that cover the elbow. The sides of the garment are sewn from under the arm opening to the waist which provides full side coverage. The pullover also features a boat neckline which provides limited shoulder coverage for the garment to be classified as a blouse of heading 6206, HTS. The garment will be imported in the following size ranges: S/M and M/L. The applicable subheading for style 0019614415/101641 will be 6211.43.0060, Harmonized Tariff Schedule of the United States (HTS), which provides for other garments, women’s or girls’: of man-made fibers, blouses, shirts and shirt-blouses, sleeveless tank styles and similar upper body garments, excluded from heading 6206. The duty rate will be 16 percent ad valorem. Style 0019614415/101641 falls within textile category designation 641. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
