Dear Ms. Kwok: In your letter dated February 13, 2004, you requested a classification ruling for a toiletry bag. A sample of item MKP1804-001 “Cosmetic Bag” has been submitted. The item is a dual compartment travel bag designed to contain toiletries and other personal effects during travel. Each section has a metal zipper closure and a clear PVC panel. It is manufactured with an exterior surface of 100% polyester man-made fiber textile material. The bag measures approximately 10”(W) x 6”(H) x 1 ½”(D). The applicable subheading for item MKP1804-001 will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6 percent ad valorem. HTS 4202.92.3031 falls within textile category designation 670. Based upon international textile trade agreements products of China are not currently subject to quota and the requirement of a visa. You have asked whether this product is subject to antidumping duties or countervailing duties.
