Arbor Vitae Street, 2nd floor Inglewood, CA 90301 RE: The tariff classification of a bifold wallet, a trifold wallet, a passport/document holder, and a checkbook cover from China Dear Ms. Chan: In your undated letter you requested a tariff classification ruling. The request is on behalf of Stitchware, Inc. Each item submitted consists of an unassembled personal accessory. Each one is wholly of man-made fiber textile materials that are backed with plastic sheeting. The exterior surface of the finished article is the man-made fiber textile material. The first sample submitted, identified as Item #666, is a bifold wallet. It measures approximately 9”W x 5”H. One side of the item features a zippered PVC sheeting compartment. The other side has three card slots. The item is secured by a zippered closure. The second sample submitted, identified as Item #888, is a trifold wallet. Measuring approximately 9 ½”W x 4”H, the item features card slots, a zippered storage compartment, and plastic photo sections. The applicable subheading for styles #666 and #888, wallets, will be 4202.32.9550, HTS, which provides for articles of a kind normally carried in the pocket or handbag…of man-made fibers. The rate of duty will be 17.8 percent ad valorem. HTS 4202.32.9550 falls within textile category designation 670. Based upon international textile trade agreements, products of China are not currently subject to quota and the requirement of a visa. The third sample submitted, identified as Style #220, is a passport/document holder. Measuring approximately 9 ½”W x 5”H, the interior of the item features a zippered compartment and card slots. The applicable subheading for the passport/document holder will be 4202.92.9026, HTS, which provides for trunks, suitcases, vanity cases…of man-made fibers. The rate of duty will be 17.8 percent ad valorem. HTS 4202.92.9026 falls within textile category designation 670. Based upon international textile trade agreements, products of China are not currently subject to quota and the requirement of a visa. The fourth sample submitted, identified as Item #444, is a checkbook cover. The item measures approximately 7”W x 3 ½”H folded. The applicable subheading for the checkbook cover will be 6307.90.9889, HTS, which provides for other made up articles…Other. The rate of duty will be 7 percent ad valorem. HTS 6307.90.9889 does not fall within a textile category designation. Based upon international textile trade agreements, products of China are not currently subject to quota and the requirement of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
