Dawson Graco Children’s Products Inc. 150 Oaklands Boulevard Exton, PA 19341 RE: The tariff classification of infant harness covers from China. Dear Ms. Dawson: In your letter dated February 13, 2003 you requested a tariff classification ruling. The samples submitted are two infant harness covers. Also submitted are photographs depicting the infant harness covers in various sizes and with various animal designs packed two in a blister pack. The articles are made of two textile fabric panels. The exterior panel is constructed of brushed knit textile fabric. The interior panel is made of a nonwoven fabric. The panels are sewn together. Between the panels is polyester fiber filling. The covers are designed to fit around the restraint straps of infant carrier to protect the baby’s skin from rubbing and chafing. The covers feature hook and loop fasteners. The applicable subheading for the infant harness covers will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles . . . Other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
