Bounds UPS Freight Services, Inc. 1600 Genessee, Suite 450 Kansas City, MO 64102 RE: The tariff classification of a keychain from Taiwan. Dear Mr. Bounds: In your letter dated February 26, 2003, on behalf of Design Resources, Inc., you requested a tariff classification ruling. The sample is being returned as requested. The sample submitted is a keychain, style number 1977. It is constructed of a strap made of 100 percent polyester woven fabric with a plastic snap buckle closure. One end of the strap is folded over and sewn to create a loop. Attached onto the loop is a metal split ring with a metal swivel and a rubber ring. Your merchandise is considered composite goods, consisting of different materials or made up of different components. This item shall be classified as if it consisted of the material or component, which gives it its essential character. In this instance, the textile strap imparts the essential character. The applicable subheading for the keychain will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles . . . Other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
