Dear Ms. Moralez: In your letter dated January 22, 2003, you requested a tariff classification ruling. The submitted sample, Style #BT830, is a woman’s robe constructed from 100% polyester fleece knit fabric. The robe extends to the knee and features a v-neckline in front, long sleeves, a full front opening with a six snap closure, and a hemmed bottom. We are returning your sample as you requested. The applicable subheading for Style BT830 will be 6108.92.2030, Harmonized Tariff Schedule of the United States (HTS), which provides for women's knit bathrobes and similar articles, knitted and crocheted, of man-made fibers, other women’s. The rate of duty will be 16.1% ad valorem. Style #BT830 falls within textile category designation 650. Based upon international textile trade agreements, this category from Thailand is not subject to visa requirements or quota restraints. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
