C/o Mr. Zakir Ally 12 West 57th Street 5th Floor New York, NY 10019 RE: The tariff classification of a knit handbag from China Dear Ms. Kwok: In your letter dated August 26th, 2002 you requested a tariff classification ruling. The sample submitted, identified as Style #C-74553-1, is a double handled knit handbag packed in a light weave organza storage bag. The handbag measures approximately 10 ½”W x 8”H x 4 ¼”D. It is constructed of 70 percent man-made textile material and 30 percent wool. One side of the item features a cable knit design. The bag has a reinforced base, a lined interior, and twin 100 percent woven polyester handles. The light weave organza storage bag in which the handbag is packed is constructed of 100 percent nylon with a 100 percent polyester satin drawstring. It measures approximately 10 ½”W x 14 ½”H x 3”D. This handbag is subject to the Wool Products Labeling Act of 1939. The applicable subheading for the knit handbag will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 18.1 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
