Dear Mr. Ratanasopa: In your letter dated August 2, 2002, you requested a tariff classification ruling. The products to be imported are nonalloy steel blanks made from steel conforming to ASTM Specification A 366, the Standard Specification for Steel, Sheet, Carbon, Cold-Rolled, Commercial Quality. The rate of duty will be 2.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
