The sample submitted, identified as Style number C-73434, is a small open top novelty tote bag that measures approximately 4 ½”W x 4”H x 3”D. The item is made of 100% polyester satin. The top of the bag is trimmed with turkey feather and features a rayon ribbon carrying strap. The applicable subheading for the tote bag will be 4202.92.3031, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports, and similar bags, with outer surface of textile materials, other, other, of man-made fibers, other. The rate of duty will be 18.1 per cent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
