Garibaldi Schmidt, Pritchard & Co., Inc. 9801 West Lawrence Avenue Schiller Park, IL 60176 RE: The tariff classification of various articles from China Dear Mr. Garibaldi: In your letter dated May 6, 2002, received by this office on May 31, 2002, on behalf of Dard Products, you requested a tariff classification ruling. The merchandise consists of a card holder (item number DP468), a skateboard key ring (item number DP309), a mirror (item number DP684), and a CD slitter (item number DP727). The polyvinyl chloride card holder measures 4.5 inches high by 3 inches wide. It has one clear window, four wings, and a small paper address book. The card holder is of a kind normally carried on the person to hold identification, credit cards, etc. The applicable subheading for the card holder will be 4202.32.2000, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of plastic sheeting, other. The rate of duty will be 20 percent ad valorem. The key ring is composed of a steel wire split ring attached to a 4-inch plastic replica of a skateboard. The applicable subheading for the skateboard key ring will be 7326.20.0070, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of iron or steel, other articles of steel wire, other. The rate of duty will be 3.9 percent ad valorem. The round, pocket-sized mirror has a hinged lid and a reflecting area measuring 2.25 inches in diameter. The applicable subheading for the mirror will be 7009.92.1000, Harmonized Tariff Schedule of the United States (HTS), which provides for glass mirrors, whether or not framed, other, framed, not over 929 cm² in reflecting area. The rate of duty will be 7.8 percent ad valorem. The last item is a compact disk slitter attached to a steel wire split ring. The CD slitter is composed of a small steel blade mounted in a plastic cylinder measuring approximately 1.75 inches in diameter and .50 inch in width. It will be used to remove the plastic wrap from compact disks. The applicable subheading for the CD slitter will be 8211.92.4060, Harmonized Tariff Schedule of the United States (HTS), which provides for knives with cutting blades, serrated or not…other than knives of heading 8208, and blades and other base metal parts thereof, other knives having fixed blades, with rubber or plastic handles, other, other. The rate of duty will be 1 cent each plus 4.6 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
