Dear Ms. Weiss: In your letter dated April 1, 2002, on behalf of Nine West, Inc., you requested a tariff classification ruling for a handbag. The sample submitted is identified as item N-226526. The item is a lady’s handbag manufactured with an exterior surface of synthetic man-made fiber ultra suede material. The top trim and fringe is made of real suede. The bag features a textile-lined interior with a zippered back wall pocket, a center divided zippered compartment and double self-fabric carry straps. It measures approximately 10”(W) x 9”(H) x 4 ½”(D). The top of the bag is secured by means of a tie closure. The applicable subheading for the handbag will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 18.1 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
