Dear Ms. Seals: In your letter dated April 19th, 2001, you requested a ruling on tariff classification. The samples submitted with your request consist of a handbag and wallet. Item V3803 is a tri-fold handbag with a shoulder strap that has an exterior surface made of equal parts of bovine leather embossed to resemble reptile skin and textile material of 100% cotton denim. Pursuant to General Rule of Interpretation (GRI) 3 (c), the bag will be classified under the provision for textile material of cotton denim. A cell phone case of bovine leather is sewn to the rear exterior of the bag. The interior of the bag has currency slots, multiple credit card slots, a vinyl window for an I.D. card, and a zippered compartment. A snap with a closure secures the bag. Item V3903 is a bi-fold wallet made of an exterior surface of 100% cotton denim textile material with a strip of bovine leather at the top exterior embossed to resemble reptile skin. The interior of the wallet has currency slots, multiple credit card slots, and a clear vinyl window for an I.D. card. A snap closure secures the wallet. A zippered pocket is incorporated on the rear exterior. The applicable subheading for V3903 will be 4202.32.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag…of cotton. The general rate of duty will be 6.6 percent ad valorem. The applicable subheading for V3803 will be 4202.22.4500, HTS, which provides for handbags, whether or not with shoulder strap…of cotton. The general rate of duty will be 6.6 percent ad valorem. Items classifiable under HTS subheadings 4202.32.4000 and 4202.22.4500 fall within textile category designation 369. Based upon international textile trade agreements products of China are currently subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.customs.gov. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
