Dear Mr. Malinowski: In your letter dated March 29, 2001, on behalf of Barbo, Inc., you requested a tariff classification ruling for a ticket holder and lanyard. The sample submitted is a ticket holder with a metal spring clip. The holder is designed to be worn on the person by clipping onto a pocket or lapel or it may be worn around the neck by a lanyard of woven textile with clasp (optional). The lanyard attaches to the back of the ticket holder by way of a metal clip. The ticket holder is manufactured of clear polyvinyl chloride (PVC) sheeting. It is unlined and measures approximately 9”(H) x 2 ½”(W). Together the ticket holder and lanyard do not form a whole. GRI-3 (b), EN (IX) Noted. For classification purposes each item will be separately classified. The applicable subheading for the ticket holder will be 4202.92.9060, Harmonized Tariff Schedule of the United States (HTS), which provides in part, for other bags and containers, with outer surface sheeting of plastic, other, other, other, other. The rate of duty will be 18.3 percent ad valorem. The applicable subheading for the lanyard will be 7326.90.8586, HTS, which provides for other articles of iron or steel, other. The duty rate will be 2.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
