Dear Mr. Drauch: In your letter dated March 20, 2001, you requested a ruling on tariff classification, on behalf of The Sports Products, your client. You are requesting the tariff classification on three different models of shell holders with the same use. Two of the styles are constructed of 100 % elastic and are placed on the stock of a hunting gun: Model 801652 is used on the stock of a rifle and Model 806151 is for the stock of a shotgun. The two aforementioned models are stretched over the gun butt and are slid to the stock; both serve to hold additional shells while in the field. Model 801594 is made of 100 % polyester and also fits over the stock of the gun being carried in the field, specifically a rifle. Unlike the other two styles, this style (801594) uses a hook and loop fastener to attach the shell holder to the gun. The three holders are designed to allow the hunter to reload the hunting gun quickly. The applicable subheading for these products, Model 801652 and Model 801594 will be 9305.29.5000, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of articles of headings 9301 to 9304: Of shotguns or rifles of heading 9303: Other: Of rifles: Other.” The general rate of duty will be free. The applicable subheading for this product, Model 806151 (shotgun shell holder) will be 9305.29.2000, Harmonized tariff schedule of the United States (HTS), which provides for “Parts and accessories of articles of headings 9301 to 9304: Of shotguns or rifles of heading 9303: Other: Of shotguns, including shotgun-rifle combinations: Other.” The general rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
