La Cienega Blvd., Suite 180 Inglewood, CA 90304 RE: The tariff classification of a wallet from China. Dear Mr. Ling: In your letter dated September 21st, 2000, on behalf of Leegin Creative Leather Products, Inc., you requested a classification ruling. The sample submitted with your request is identified as style #65-9600. The item is a tri-fold wallet. The exterior is of a front flap of leather while the remainder is of 100% cotton textile material. The essential character is imparted by the textile material, as it comprises the majority of the surface area. The interior has a currency slot, multiple credit card holders, and a vinyl window for an I.D. card. An elastic band secures the wallet. The applicable subheading for the #65-9600 will be 4202.32.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag…of cotton. The duty rate will be 6.7% ad valorem. Items classifiable under HTS subheading 4202.32.4000 fall within textile category designation 369. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). Your sample is being returned as requested.
