Walsh Barnes, Richardson & Colburn 303 East Wacker Drive Suite 1100 Chicago, IL 60601 RE: The tariff classification of elevator and piloted bolts from England. Dear Mr. Walsh: In your letter dated October 23, 2000, submitted on behalf of your client, Flexible Steel Lacing Company (FSL), you requested a tariff classification ruling. You have described your submitted samples as elevator and piloted bolts. They are threaded, made of steel or stainless steel, and used for assembly and fastening purposes. The elevator bolts are used to attach various types of buckets to conveyor belts that move material to higher levels. These bolts have round heads. The piloted bolts have square-shaped notches or indentations in their heads and are designed to function with FSL’s solid plate belt fastener systems. The classification is for the threaded fastener with its nut when imported independently from the plate. All of the bolts that are the subject of this ruling are larger than 6 mm in diameter. The applicable subheading for the elevator bolts will be 7318.15.2050, Harmonized Tariff Schedule of the United States (HTS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: other screws and bolts, whether or not with their nuts or washers: bolts and bolts and their nuts or washers entered or exported in the same shipment: having shanks or threads with a diameter of 6 mm or more: other: with round heads. The duty rate will be free. The applicable subheading for the piloted bolts will be 7318.15.2090, HTS, which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: other screws and bolts, whether or not with their nuts or washers: bolts and bolts and their nuts or washers entered or exported in the same shipment: having shanks or threads with a diameter of 6 mm or more: other: other. The duty rate will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
