Dear Mr. Prackler: In your letter dated August 30, 2000, on behalf of EZ-DO Company, Edison, New Jersey, you requested a tariff classification ruling. The samples submitted are hangers, item number 91700 and dinnerware protectors, item numbers 11050 and 11052. Item number 91700 consist of four clothes hangers contained in a heat sealed clear plastic bag. The hangers are made of a wooden frame padded with polyester fiber filling and covered with woven textile fabric. Attached at the center of each hanger is a wire hook coated with plastic. The hangers are approximately 15 inches in length and feature a textile bow of woven ribbon as a decorative accent. Item number 11050 consists of four dish cases, one cup case and one platter case contained in a zippered clear plastic bag. The articles are used for storing dinnerware. The cases are made of woven textile fabric panels with topstitching throughout the panels creating a quilted pattern. The panels are sewn together with a woven textile fabric binding. The cases are secured by means of a zipper closure. Item number 11052 consists of four dish cases, one cup case, and one platter case contained in a zippered clear plastic bag. The articles are used for storing dinnerware. The articles are made of vinyl material panels. The vinyl material has been embossed to simulate a quilted pattern. The vinyl material panels are sewn together with a vinyl material binding. The cases are secured by means of a zipper closure. The applicable subheading for item numbers 91700 and 11050 will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles . . . Other. The rate of duty will be 7 percent ad valorem. The applicable subheading for item number 11052 will be 3924.90.5500, HTS, which provides for tableware, kitchenware, other household articles and toilet articles, of plastics: Other: Other. The rate of duty will be 3.4 percent ad valorem This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
