Wanner Customshouse Broker 1585 Aviation Way Colorado Springs, CO 80916 RE: The tariff classification of coil winders from Hong Kong Dear Ms. Wanner: In your letter dated November 15, 1999 on behalf of Electromech Co. you requested a tariff classification ruling. Your client intends to import machines used to wind wire onto bobbins in order to produce coils for use in transformers. Your inquiry contained a one-page leaflet depicting winding machines similar to the ones your client will import, but manufactured by another firm. The literature depicts two, three, and four spindle CNC winding machines capable of winding wire from 0.3 to 0.7 millimeter in diameter and capable of winding speeds of 3000 to 8000 revolutions per minute. The applicable subheading for these coil winders will be 8479.81.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for machines and mechanical appliances having individual functions, not specified or included elsewhere (in Chapter 84): other machines and mechanical appliances: for treating metal, including electric wire coil-winders. The duty rate will be free. Your inquiry does not provide enough information for us to give a classification ruling on parts of the coil winders. Your request for a classification ruling should include information as to the name, function, use, and method of operation of each part (for a maximum of five parts). When this information is available, you may wish to consider resubmission of your request.
